Former President Barack Obama predicted that any future US-Iran agreement would likely resemble the Joint Comprehensive Plan of Action (JCPOA).

"It is doubtful that any agreement that arises is going to be significantly different, or a significant improvement from the deal that we had in the first place, and had worked for a long stretch of time before we, the United States, pulled out of it," Obama said during an interview with ABC News.

The interview was recorded on June 13, one day before President Donald Trump announced that the United States and Iran had reached a preliminary agreement to reopen the Strait of Hormuz and end the US naval blockade.

On June 18, the two sides formally signed a 14-point memorandum of understanding (MOU). Under the framework, Iran agreed not to pursue nuclear weapons in exchange for sanctions relief, a proposed $300 billion reconstruction plan, and the reopening of maritime traffic through the Strait of Hormuz.

The timing created an immediate debate. Obama argued that any workable agreement would inevitably resemble the JCPOA, while Trump presented the new framework as a fundamentally better deal.

What the 2015 JCPOA Required

The JCPOA was a comprehensive international agreement designed to limit Iran's nuclear program in exchange for sanctions relief.

Under the deal, Iran agreed to reduce its number of operating centrifuges by roughly two-thirds, cap uranium enrichment at low levels, significantly reduce its stockpile of enriched uranium, refrain from building new enrichment facilities for 15 years, modify its heavy-water reactor, and accept extensive inspections by the International Atomic Energy Agency (IAEA).

In return, the United States, European Union, and United Nations lifted major economic sanctions, released frozen Iranian assets, restored Iran's access to international banking, and eased restrictions on oil exports.

Unlike the JCPOA, the MOU does not specify uranium enrichment limits, centrifuge restrictions, inspection procedures, or long-term verification mechanisms.

The agreement also includes commitments to reopen shipping through the Strait of Hormuz for an initial 60-day period and outlines plans for a reconstruction package worth at least $300 billion.

Instead of resolving every issue, the MOU creates a 60-day negotiating period during which a comprehensive agreement is expected to be finalized.

The Comparison That Matters

Trump has described the new agreement as far better than the JCPOA.

Many analysts, however, caution against making direct comparisons because the memorandum is only an initial framework rather than a complete nuclear agreement.

Experts argue that any successful agreement in 2026 must deal with a far more advanced Iranian nuclear program than existed in 2015. Iran now possesses significantly greater enrichment capabilities, reduced breakout time, and years of missing inspection data following the collapse of the JCPOA.

Obama's argument focused on this technical reality. His point was not that the JCPOA was perfect, but that any effective agreement would still require the same core elements: limits on enrichment, credible inspections, verification mechanisms, and sanctions relief.

Whether Trump's negotiating team can produce a final agreement that satisfies those requirements remains uncertain.

The memorandum leaves several major questions unanswered.

Obama's prediction was narrower than many interpreted. He did not argue that a better agreement was impossible.
